AbstractCase studies of the shift of social services from federal to state governments have been conducted in 13 states. The focus of this report is on income support and social services in New York in 1996. Basic income support programs, programs designed to lessen the dependence of families on government-funded income support, and the last-resort safety net of programs are described, with a focus on the baseline conditions of cash assistance and social services. Among the programs designed to lessen family dependence on government support are education and training programs. When site visits were conducted for the case study, New York had some 70 employment and training programs administered by 15 government agencies. The New York Department of Labor (DOL) administers the Job Training Partnership Act, which provides services to disadvantaged adults and youth and displaced workers, and state welfare-to-work programs. The DOL also administers the state's employment service and, through its Community Services Division, it administers school-to-work programs, employer services, and other workforce development initiatives. The New York Department of Education also operates some programs in conjunction with welfare-to-work efforts, including vocational programs in community colleges. Other departments administered various employment and training programs targeting specific populations, such as programs for substance abusers. New York is working toward transforming its employment and training system into an integrated statewide Workforce Development System, with a final report on planners' recommendations planned for fall 1997. Efforts in this direction reflect the three themes common to all New York social services: a strong safety net for low-income residents, the important role of local governments, and tensions between New York City and the rest of the state.
